DRINKING WATER SYSTEM MAINTENANCE ADVISORY

 

 

October 6, 2017

 

The Corporation of the Village of Alert Bay (the Village) operates the water supply system that provides drinking water to Village residents, businesses, and visitors. Water quality in the system is monitored for bacteriological quality on a monthly basis by way of water samples obtained throughout the community, and results are reviewed by the Village and Vancouver Island Health Authority (VIHA).

On October 6, 2017 the Village was notified by VIHA that total coliforms were detected in the drinking water distribution system. In response, VIHA has directed the Village to perform a disinfection of the Village’s water supply with chlorine, ensuring that chlorine levels remain below the maximum threshold allowable for human consumption.

The Village will chlorinate the water supply on Tuesday October 10th, 2017. Water system users may notice the smell or taste of chlorine. To assist in this process, the Village asks that residents draw water through their households during this time to help the chlorine come into contact with all parts of the distribution system. Turbidity (hazy water) may occur and is normal during this process.

We provide the following cautions:

•             Chlorine kills fish. Residents with aquariums and fish ponds should not use chlorinated water to replenish tanks or ponds.

•             Chlorine destroys reverse osmosis (RO) membranes. Users of RO membranes should not introduce chlorinated water to RO systems.

•             Chlorine renders hemodialysis ineffective. Kidney dialysis patients should not use chlorinated water in dialysis machines.

The Village of Alert Bay is currently recruiting a regular, full-time Administrative Office Clerk to join the Village’s administrative team.  The office hours are 9:00 am – 5:00 pm, Monday to Friday, and the Village offers a competitive salary, an excellent benefits package and a municipal pension plan.

Reporting to the Chief Administrative Officer and the Deputy Chief Administrative Officer, you will be primarily responsible for providing front counter customer service which includes, but is not limited to, responding to inquiries from the public, processing accounts payable and receivables, boat harbour billing, performing bank reconciliations, receiving payments made to the municipality, assisting customers with tax and utility accounts and providing property information.

The ideal candidate will possess the following qualifications:

  • Strong customer service and organizational skills

  • Good oral and written communication skills and flexibility

  • Experience interacting with the public, working with councils, boards, committees, commissions

  • Intermediate level Windows, Outlook, Word, and Excel

  • Experience in municipal information systems (MuniWare, VADIM, etc.) or similar information/accounting systems (Sage, PeopleSoft, etc.) is an asset

  • A background in bookkeeping and accounting functions is an asset

  • Public sector or corporate administration, preferably in the Municipal sector is an asset.

Boil Water Advisory No Longer in Effect

August 24, 2017

The Corporation of the Village of Alert Bay (the Village) operates the water supply system that provides drinking water to Village residents, businesses, and visitors. Water quality in the system is monitored for bacteriological quality on a monthly basis by way of water samples obtained throughout the community, and results are reviewed by the Village and Island Health.

On August 10 the Village was notified by Island Health that E.coli bacteria were detected in the drinking water distribution system. In response, Island Health directed the Village to:

1. issue a public advisory to boil tap water for at least 1 minute prior to consumption, and

2. perform a disinfection of the Village’s water supply with chlorine, ensuring that chlorine levels remain below the maximum threshold allowable for human consumption

Water quality tests were performed on August 11, August 14, August 15, and August 22. On August 24, Island Health rescinded the Boil Water Advisory.

Regular water quality testing/monitoring will continue under the direction of Island Health.

FULL FIRE BAN IN EFFECT

PARKSVILLE - Effective at noon on Thursday, July 6, 2017, all open fires (including campfires) will be prohibited throughout the Coastal Fire Centre's jurisdiction, with the exception of Haida Gwaii and the area known as the "Fog Zone".

The Fog Zone is a two-kilometre strip of land along the outer coast of Vancouver Island, stretching from Owen Point (near Port Renfrew) north to the tip of Vancouver Island and around to the boundary of the District of Port Hardy. This strip extends inland two kilometres from the high tide point. A map of the Fog Zone is available online at: http://ow.ly/bCJc30caIul

The Coastal Fire Centre is implementing this prohibition due to increasing temperatures and no precipitation in the weather forecast. This prohibition will remain in effect until Oct. 21, 2017 or until the public is otherwise notified.

This prohibition covers all BC Parks, Crown lands and private lands within the Coastal Fire Centre (with the exception of Haida Gwaii and the area known as the "Fog Zone"). It does not apply within the boundaries of a local government that has wildfire prevention bylaws in place and is serviced by a fire department. Please check with local government authorities for any other restrictions before lighting any fire.

The following activities are prohibited within the specified area:

* campfires

* Category 2 open fires

* Category 3 open fires

* fires burning woody debris in outdoor stoves

* the use of tiki torches, fireworks, firecrackers, sky lanterns, burning barrels or burning cages of any size or description

* the use of binary exploding targets (e.g. for rifle target practice)

This prohibition does not apply to CSA-rated or ULC-rated cooking stoves that use gas, propane or briquettes, or to a portable campfire apparatus that uses briquettes, liquid or gaseous fuel, so long as the height of the flame is less than 15 centimetres.

Anyone found in contravention of an open burning prohibition may be issued a violation ticket for $1,150, required to pay an administrative penalty of $10,000 or, if convicted in court, fined up to $100,000 and/or sentenced to one year in jail. If the contravention causes or contributes to a wildfire, the person responsible may be ordered to pay all firefighting and associated costs.

The Coastal Fire Centre covers all of the area west of the height of land on the Coast Mountain Range from the U.S.-Canada border at Manning Park, including Tweedsmuir South Provincial Park in the north, the Sunshine Coast, the Lower Mainland, Vancouver Island, the Gulf Islands and Haida Gwaii.

Annual Report 2016 Available for Public Review

The Village of Alert Bay 2016 Annual Report (draft) is now available for public inspection.

The report can be viewed at the municipal office at 15 Maple Road, Alert Bay BC during regular business hours Monday to Friday 9:00AM to 5:00PM. The document is available online by clicking this link.

The report includes:

  • Statement of Financial Information (SOFI), including Village of Alert Bay audited 2016 annual financial statements;

  • a list of the permissive tax exemptions provided by council, and for each exemption, the amount of municipal property tax that would have been imposed during the previous year if the exemption had not been granted;

  • a report on the municipality's services and operations for the previous year;

  • a progress report on the performance of the municipality with respect to established objectives and measures;

  • a statement of objectives and measures that will be used as the basis for determining the municipality's performance during the current year and following year; and

  • the details of any declarations of disqualification made against individual council members during the previous year.

The Village of Alert Bay Council anticipates adoption of the 2016 Annual Report at the Regular Council meeting on Monday, June 26th at 7:00PM in Council Chambers. The public is invited to attend with questions relating to the report.

Property Tax Notice & Home Owner's Grant Application

Property Tax Notices have been mailed to property owners. If you have not received your notice please contact the Village Office: 250 974 5213. Property taxes are due July 4, 2017 by 4:30pm.

If you are eligible for the Home Owner’s Grant please ensure you fill in the application on the back of your Property Tax Notice and submit it to the Village Office.

Cancellation of Regular Council Meeting

Pursuant to the provisions of Council Procedure Bylaw No. 745 (as amended) notice is hereby given that a Regular Council Meeting of the Village of Alert Bay to be held on May 22, 2017 at 7:00pm in the Council Chambers, Municipal Building, 15 Maple Rd., Alert Bay, BC has been cancelled by Mayor and Council. The next Regular Council Meeting will be held on June 12, 2017.

Job Posting - Chief Administrative Officer & Superintendent of Public Works

The Village of Alert Bay, located on Cormorant Island in Upper Johnstone Strait, is the gateway to the Broughton Archipelago. The Village is the oldest municipality in the Northern Vancouver Island Region and boasts a rich Pioneer and First Nations cultural heritage. The Village works closely with the ‘Namgis First Nation through the “Historic Alert Bay Accord” in the governance of and delivery of services to Cormorant Island. The 1,300 residents of Cormorant Island enjoy services including a hospital, medical and dental clinics, boat harbour, paved airport, extensive trail network, and BC Ferries service.

With projects underway including implementation of the joint 'Tides of Change' strategy and infrastructure upgrades, the Village needs a strong leader to ensure the resiliency of the local government organization across several business lines: local government administration, public works, boat harbour (municipal and federal), property management, auto insurance sales, and more.

Council is seeking a candidate to work closely with and report directly to mayor and council.

  • Several years of local government experience in a senior administrative role.
  • Strong credentials in local government finance is essential - CFO duties will comprise a significant portion of the role.
  • Fluency with the Community Charter and Local Government Acts of BC - Corporate Officer duties will comprise a significant portion of the role.
  • Understanding of infrastructure works and project management, drinking water systems, plus ability to identify and pursue funding for potential infrastructure capital projects.
  • Develop/institute policies and regulations, and provide strategic advice and direction for traffic, solid waste, drinking water, sanitary and storm sewage systems.
  • A proven ability working proactively with councils, other governments, First Nations, the public, and business sectors.
  • The proven ability to work successfully in and foster a team environment.
  • Ability to perform in a constantly challenging work environment.
  • Muniware knowledge is an asset.

The preferred candidate will possess a relevant University degree and/or certificates or diplomas relating to Local Government Administration together with a minimum of five (5) years’ experience in a management and supervisory role in a municipal setting.
