FULL FIRE BAN IN EFFECT

PARKSVILLE - Effective at noon on Thursday, July 6, 2017, all open fires (including campfires) will be prohibited throughout the Coastal Fire Centre's jurisdiction, with the exception of Haida Gwaii and the area known as the "Fog Zone".

The Fog Zone is a two-kilometre strip of land along the outer coast of Vancouver Island, stretching from Owen Point (near Port Renfrew) north to the tip of Vancouver Island and around to the boundary of the District of Port Hardy. This strip extends inland two kilometres from the high tide point. A map of the Fog Zone is available online at: http://ow.ly/bCJc30caIul

The Coastal Fire Centre is implementing this prohibition due to increasing temperatures and no precipitation in the weather forecast. This prohibition will remain in effect until Oct. 21, 2017 or until the public is otherwise notified.

This prohibition covers all BC Parks, Crown lands and private lands within the Coastal Fire Centre (with the exception of Haida Gwaii and the area known as the "Fog Zone"). It does not apply within the boundaries of a local government that has wildfire prevention bylaws in place and is serviced by a fire department. Please check with local government authorities for any other restrictions before lighting any fire.

The following activities are prohibited within the specified area:

* campfires

* Category 2 open fires

* Category 3 open fires

* fires burning woody debris in outdoor stoves

* the use of tiki torches, fireworks, firecrackers, sky lanterns, burning barrels or burning cages of any size or description

* the use of binary exploding targets (e.g. for rifle target practice)

This prohibition does not apply to CSA-rated or ULC-rated cooking stoves that use gas, propane or briquettes, or to a portable campfire apparatus that uses briquettes, liquid or gaseous fuel, so long as the height of the flame is less than 15 centimetres.

Anyone found in contravention of an open burning prohibition may be issued a violation ticket for $1,150, required to pay an administrative penalty of $10,000 or, if convicted in court, fined up to $100,000 and/or sentenced to one year in jail. If the contravention causes or contributes to a wildfire, the person responsible may be ordered to pay all firefighting and associated costs.

The Coastal Fire Centre covers all of the area west of the height of land on the Coast Mountain Range from the U.S.-Canada border at Manning Park, including Tweedsmuir South Provincial Park in the north, the Sunshine Coast, the Lower Mainland, Vancouver Island, the Gulf Islands and Haida Gwaii.

Annual Report 2016 Available for Public Review

The Village of Alert Bay 2016 Annual Report (draft) is now available for public inspection.

The report can be viewed at the municipal office at 15 Maple Road, Alert Bay BC during regular business hours Monday to Friday 9:00AM to 5:00PM. The document is available online by clicking this link.

The report includes:

  • Statement of Financial Information (SOFI), including Village of Alert Bay audited 2016 annual financial statements;

  • a list of the permissive tax exemptions provided by council, and for each exemption, the amount of municipal property tax that would have been imposed during the previous year if the exemption had not been granted;

  • a report on the municipality's services and operations for the previous year;

  • a progress report on the performance of the municipality with respect to established objectives and measures;

  • a statement of objectives and measures that will be used as the basis for determining the municipality's performance during the current year and following year; and

  • the details of any declarations of disqualification made against individual council members during the previous year.

The Village of Alert Bay Council anticipates adoption of the 2016 Annual Report at the Regular Council meeting on Monday, June 26th at 7:00PM in Council Chambers. The public is invited to attend with questions relating to the report.

Property Tax Notice & Home Owner's Grant Application

Property Tax Notices have been mailed to property owners. If you have not received your notice please contact the Village Office: 250 974 5213. Property taxes are due July 4, 2017 by 4:30pm.

If you are eligible for the Home Owner’s Grant please ensure you fill in the application on the back of your Property Tax Notice and submit it to the Village Office.

Cancellation of Regular Council Meeting

Pursuant to the provisions of Council Procedure Bylaw No. 745 (as amended) notice is hereby given that a Regular Council Meeting of the Village of Alert Bay to be held on May 22, 2017 at 7:00pm in the Council Chambers, Municipal Building, 15 Maple Rd., Alert Bay, BC has been cancelled by Mayor and Council. The Village of Alert Bay, located on Cormorant Island in Upper Johnstone Strait, is the gateway to the Broughton Archipelago. The Village is the oldest municipality in the Northern Vancouver Island Region and boasts a rich Pioneer and First Nations cultural heritage. The Village works closely with the ‘Namgis First Nation through the “Historic Alert Bay Accord” in the governance of and delivery of services to Cormorant Island. The 1,300 residents of Cormorant Island enjoy services including a hospital, medical and dental clinics, boat harbour, paved airport, extensive trail network, and BC Ferries service.

Council is seeking a candidate to work closely with and report directly to mayor and council.

  • Several years of local government experience in a senior administrative role.
  • Strong credentials in local government finance is essential - CFO duties will comprise a significant portion of the role.
  • Fluency with the Community Charter and Local Government Acts of BC - Corporate Officer duties will comprise a significant portion of the role.
  • Understanding of infrastructure works and project management, drinking water systems, plus ability to identify and pursue funding for potential infrastructure capital projects.

Experience with parliamentary procedures, and BC Municipal Legislation including but not limited to the Community Charter, Local Government Act, Freedom of Information & Protection of Privacy Act and Robert’s Rules of Order is an asset.

Request for Proposal - 2017 Gardening Maintenance Contract

The Village of Alert Bay invites expressions of interest for the provision of garden maintenance services in the Marine Heritage Commercial District of Fir Street and the garden bed at the Village Campground.

 The Term of the Agreement will be June 1, 2017 to September 30, 2017.

 The Services to be provided are as follows:
 

  1. The planting of materials provided by the Village of Alert Bay, in the locations specified by the Village of Alert Bay.

  2. Maintenance of the Gardens in a weed-free, attractive state.

  3. Watering as required.

  4. Fertilizing as required.

  5. Pruning as required.

The gardening attendant shall have his/her own transportation and basic tools for the provision of gardening attendant services. The Village shall provide all plants, soil, fertilizers, plus disposal services for garden debris and litter.

Interested parties are invited to submit a proposal citing their relevant qualifications to the Village office, including a monthly cost for performing the services for this contract position by May 12, 2017. Preference may be given to proponents who can demonstrate knowledge of gardening. Must be bondable – a criminal record check may be required.

Hiring - ICBC/Driver Licensing Specialist

The VILLAGE OF ALERT BAY is seeking an experienced ICBC AUTOPLAN SALES and DRIVER LICENSING SPECIALIST.

The successful candidate must have certification in Autoplan Essentials (ICBC) and be familiar with Policy Centre. Candidates must also have certification in Drivers Licensing and have experience with DSCS.

If the applicant pool does not yield a candidate with the certification, then candidates with relevant applicable experience or training will be considered.

We are looking for a knowledgeable insurance professional capable of advanced problem solving and working independently.

Duties will include:

  • Processing transactions in Policy Centre (as well as some in ADC)

  • Processing Drivers Licensing transactions

  • End of day batch processing

  • Ordering supplies

  • Filing

  • Liaising with Vancouver Island Autoplan Broker Sales and Driver Licensing managers to ensure that Alert Bay is delivering product and services in a manner conducive to ICBC practices.

Knowledge and Skills applicable to the role include:

  • Familiarity with acts, regulations, policies, procedures and guidelines related to licensing to process transactions and procedures related to cash handling and revenue transactions.

  • Use of computer applications to enter, retrieve, analyze data, perform job functions and procedures and edit a variety of reports

Desired Communication/Interpersonal skills include:

Hiring: Economic Development Officer

The VILLAGE OF ALERT BAY is seeking an experienced ECONOMIC DEVELOPMENT OFFICER.

The Village of Alert Bay invites applicants for the position of Economic Development Officer for a contracted period of up to two years.

Alert Bay is on Cormorant Island which is 4.9 km long, and 0.8 km wide at its narrowest point and is located east of Port McNeill on Vancouver Island.  The island is governed by two primary political jurisdictions, 'Namgis First Nation and Village of Alert Bay. The island population is approximately 950 people.

The Cormorant Island Economic Development Officer (EDO) will be responsible for facilitating, promoting, and implementing the Tides of Change Economic Development Strategy, a joint initiative of the Village of Alert Bay and ‘Namgis First Nation. The successful candidate will have proven experience in designing and implementing activities and initiatives that will attract business opportunities to the Island, leading business retention and attraction activities, and supporting local entrepreneurs.

The EDO will report to the Chief Administrative Officer of the Village and will take a lead role in working with Council, volunteers, the business community and staff to promote development and diversification opportunities for Cormorant Island.

RESPONSIBILITIES:

  1. Implement the Tides of Change Economic Development Strategy, including:

    • Research funding opportunities and availability for harbour redevelopment

    • Coordinate harbour development planning

    • Develop restaurant/retail vitality strategy

    • Initiate business-to-business networking support

    • Initiate artist support

    • Develop strategy to retain and expand core business and services

    • Conduct research to support increased local seafood available on Cormorant Island

    • Coordinate litter removal between public works departments

    • Continue interpretive signage project

    • Support kiosks, community markets, or other business opportunities with low barriers to market entry

    • Develop improved, consistent, branded on-island wayfinding signage

    • Develop a Cormorant Island brand

    • Increase off-island advertising and promotion

    • Develop a joint tourism strategy

  2. Work with the Tides of Change Joint Steering Committee to establish short-term and long-term initiatives and prepare a detailed collaborative work plan.

  3. Network and liaise and maintain active contacts with:

    • Other economic development entities and stakeholders

    • Local business owners and organizations

    • All levels of government

  4. Support the Tides of Change Joint steering committee and sub-committees by providing secretariat support (agendas, minutes, meeting schedules, etc.).

  5. Identify sectoral opportunities for economic development (i.e. marine services, tourism, arts and crafts, and downtown revitalization).

  6. Act as a first point of contact for enquiries regarding economic development.

  7. Identify grant opportunities, research and prepare grant proposals and complete required reporting.

  8. Prepare statistical reports relevant to economic development, monthly activity reports, and reports to Council.

  9. Other duties as assigned by the Chief Administrative Officer.

QUALIFICATIONS

Education

The EDO would normally attain the required knowledge, skills and attitudes through completion of a Diploma or Degree in Community Economic Development and/or Business Administration combined with related financial experience. Equivalencies will be considered.

Experience

  • Two to five years’ experience in the economic development field working in a local government and/or First Nations context.

Knowledge and Skills

  • Excellent oral, written communication and presentation skills

  • Knowledge and experience in budget preparation, work plan preparation and reporting

  • Knowledge of all aspects of economic development including business retention and expansion, business attraction, workforce development, and marketing

  • Ability to deal courteously, tactfully and diplomatically with members of the general public, community and special interest groups and internal and external customers.

  • Strong organizational, time management and project management skills

  • Ability to travel and hold a valid Class 5 drivers license
